I recommend uploading decals to the website at 420x420 pixels, the website automatically scales it to that and you can manage in a separate photo editing program exactly how much KB your image will have. Too many decals, especially in HD will make both mobile and ipad players crash very easily, those guys are really touchy, as they cannot hold that much textural data and will give up and crash. It can also come from too many surface guis bunched up in a small area (300+ of them, think a library with a bunch of books and text labels on them). FPS drops can also come from particle emitters with too high of a rate - even standing in the middle of roblox's default smoke lamely seems to make FPS drop. Lag, like FPS dropping, can be caused from too many bricks in a condensed area.

Unions and decals will take longer for a player to see them on initial load, however, they are not a direct cause of lag.
